MINOT, ND ( KXNET ) — New details regarding Thursday’s move by the Minot Police Department to place its top leader on paid administrative leave, pending an internal investigation, have been revealed.

Minot’s City Manager, Harold Stewart, told KX News he’s investigating complaints against Chief John Klug regarding issues surrounding disciplinary actions.

Stewart said the allegations were brought to his attention around two weeks ago by previous staff of the department. He said he also received an increasing number of complaints from current staff as well about their confidence in Klug’s leadership.

Klug has been Chief since 2020 and has been with the department for 25 years before that.

Minot Chief of Police placed on leave

He was placed on leave on Wednesday afternoon. Stewart says he is not aware of anything illegal going on at this time, and the problems are internal administrative issues.

He says he is still deciding if a team of internal management will head the investigation or if he will bring in an outside third party.

“It’s not a decision I make lightly,” explained Stewart. “We have a lot of great officers and we have a great police department. But we do have some issues to look into to make sure that we are doing right by our employees and that they have an environment where they feel protected, valued, and they feel heard. And if some of these concerns coming forward are true, then we may not be delivering that as well as we should be.”

Stewart says right now there is no timeline on how long the investigation with take, but when it is complete, the documents will be made public.
