    Sheriff Roybal releases 2023 Variance Report

    (EL PASO COUNTY, Colo.) — On Wednesday, Oct. 9, El Paso County Sheriff Joseph Roybal announced the release of the 2023 Variance Report, an annual update to his Strategic Plan.

    According to the Sheriff’s Office, the Strategic Plan “sets the pillars encapsulating the agency’s core values, identifies strategic objectives, and establishes the strategies and initiatives necessary to fulfill its mission.”

    Sheriff Roybal’s Strategic Plan only has four pillars, which he said makes them effective in their simplicity.

    “Although the principles behind my four strategic pillars may appear straightforward, their simplicity makes them effective. There is no need for unnecessary complexity, as three pillars reflect fundamental tenets of law enforcement,” said Sheriff Roybal.

    The four pillars of Sheriff Roybal’s plan are as follows:

    • Increase community trust
    • Deliver quality service
    • Reduce victimization
    • Combat bad legislation

    Sheriff Roybal said the first three pillars are goals that every agency should aspire to, and the fourth pillar is something Roybal said is growing in importance.

    “Often, legislators are quick to support and pass legislation without considering the long-term impact and ramifications it can have on law enforcement and our community. I am asking for reasonable, responsible, and well-designed legislation to solve real issues,” Roybal said.

    The Sheriff said the Strategic Plan would help dictate how the agency measures its progress in its goals, and that it would continually reassess data to make sure its agency lives up to the pillars set forward in the Variance Report.

    “We will continuously measure our progress, evaluate outcomes, and hold ourselves accountable to ensure we are meeting the goals and needs of the citizens of El Paso County,” said Roybal. “The strategic plan and subsequent Variance Reports reflect our pledge to provide outstanding service to our community now and in the future.”
