Wait one darn second, did they seriously tell this man that they're not going to refund his money because sewer was available ? I mean so is DirecTV but you don't see them getting away with charging somebody for it simply because it's available? that should be illegal. If I was this guy I would get an attorney. City utilities is completely wrong in this scenario. How about if you don't want to repay this man the money that you stole instead you give him 21 years of free service. That's just freaking ridiculous, claiming that you're not going to reimburse him simply because you made it available. you don't charge somebody for services that they don't get simply because it's available.
