yes they need to amended so that if you're looking for a safe place to pull over and reduce your speed to 20 miles an hour you won't be penalized shouldn't be anyway because it also has to be creating and injury which if you're going 20 miles an hour with your hazards on the only injury that could occur is if one of the police officers tried to PIT your vehicle and gets injured
