The Leslie City Council met on July 15th at 6:30 p.m. Mayor Mathew Daniel updated the Council. “I have not done anything further with the walking path, my time has been focused on other things here at the City Hall and working on the downtown area.” He mentioned that the path had been suggested by citizens in a survey.

There was a brief discussion of guidelines for a boil water notice. City clerk Jessie Rees told the Council how the City had a QR code on the Leslie website that allowed for citizens to receive text alerts. She also noted they no longer have a Facebook page.

Daniel addressed the Council with information on the 911 intergovernmental agreement. “So basically, to summarize, in 2015 there was an intergovernmental agreement established for the 911.” He talked about how the 911 service served several Counties, but was facing a shortfall. “And basically, now the County is saying they can no longer afford to pay all the shortfall and they’re putting that pressure back on the cities.”

Daniel disputed the number for Leslie. “We don’t believe that number is accurate.” Police Chief Bob Smith replied; “Not even close.”

Daniel gave a potential reason the numbers could be inaccurate. “There’s a lot of people that have a City of Leslie address that don’t live in the City limits. So I don’t know if they are basing that on just the address or they actually looked to see if they are in the City limits or not, but they are going to have to.”

A representative of Daddy Rabbit Aviation addressed the Council with an offer to provide aerial insect spraying for the City of Leslie, offering a product called Nature-Cide. “This is a 25b product meaning that the EPA says it’s so safe that we don’t have to give it a classification.”

He touted the thoroughness of their spraying. “We will spray a path back and forth until we completely blanket the town.” He brought a sample, allowing mayor and council the opportunity to smell the product.

Daniel mentioned that “we have gotten several complaints” when it came to their current sprayer. Daniel noted they were currently paying $550 for spraying, and that Daddy Rabbit Aviation was charging $875. Daniel inquired about a two-month trail, with the representative saying there was no contract required.

Daniel also brought up the water meters. “We’ve got some that aren’t reading. I’d like to make that a priority to see what we need to do to get those fixed.” Smith commented that he had already been locating meters.
