Basically, if a developer wants to build a new housing development that doesn't yet have infrastructure (roads, water pipes, electricity, gas, etc.) the area government is allowing the developer to borrow the money to create the infrastructure and then pass the debt onto the homebuyer.

The Cache Valley Media Group’s Top 25 Aggies of 2024 football season continues with the reveal of the No. 21 player on the list, the 6-foot-3 senior tight end, Josh Sterzer. Sterzer is one of the more experienced players on the team, having begun his career with Utah State back in 2020, starting his first game against Air Force on Dec. 3, 2020.
