High-Speed Pursuit Ends in North Minneapolis with Standoff and Arrest

MINNEAPOLIS, MINNESOTA - The Hennepin County Sheriff’s Office has released more information on a police pursuit involving a stolen vehicle that culminated in a standoff and arrest in North Minneapolis on Tuesday evening. The incident began when detectives from the Hennepin County Sheriff’s Office (HCSO) identified an occupied stolen vehicle as part of Operation Safe Summer III.

According to the Hennepin County Sheriff's Office, upon locating the vehicle in North Minneapolis, HCSO detectives, officers from the Minneapolis Police Department, and other agencies involved in the operation attempted to initiate a traffic stop. The driver, however, refused to comply, and due to the dangerous driving conditions, officers decided against a direct pursuit. Instead, a law enforcement helicopter was deployed to track the vehicle. For approximately 20 minutes, the helicopter followed the vehicle as it drove recklessly through the city. Officers attempted to slow the vehicle using tire deflation devices, but these efforts proved unsuccessful.

The situation escalated when the vehicle entered an alley on the 3400 block between Knox Avenue North and Logan Avenue North. HCSO detectives moved to box the vehicle in, but the suspect responded by ramming a law enforcement vehicle. Detectives were eventually able to block the vehicle, prompting the driver to flee on foot. The suspect, identified as 34-year-old Charles Henry Foss, unlawfully entered an occupied residence on the 3400 block of Logan Avenue North. The three adults inside the home managed to escape and reported that Foss had armed himself with a knife and threatened them. A perimeter was quickly established, and for the next three hours and ten minutes, HCSO detectives, Minneapolis Police Department SWAT resources, crisis negotiators, and other officers worked to contain the situation and communicate with Foss.

Ultimately, Foss exited the residence and was taken into custody without further incident. He was transported to Hennepin Healthcare for evaluation and is now facing several charges, including felony second-degree assault, fleeing an officer, and receiving/concealing stolen property.

The Hennepin County Sheriff’s Office is currently investigating the incident.
