    Davenport man in custody after police say he enticed children with drugs

    A 22-year-old Davenport man was in custody Saturday night after Davenport Police say he enticed minors with drugs, according to court documents.

    Isacc Bebout (Scott County Jail)

    Isacc Bebout faces:

    • a Class B felony charge of drug distribution violation to a person under 18
    • a Class C felony charge of sexual exploitation of a minor – promote film
    • a Class D felony of enticing a minor under 18 – sexual purpose, according to court records.

    On Dec. 27, 2023, court records show, a Crime Stoppers tip was submitted about drug distribution to minors. Davenport Police investigated, and say Bebout unlawfully distributed a controlled substance to a person under 18 yeas of age, supplying a minor under the age of 16 with a “Cake” Sativa THC 3.0 grams disposable vape cartridge.

    “There were messages located on (Bebout’s) cellphone of Bebout admitting to offering that same victim marijuana,” according to arrest affidavits. Bebout also had messages with a
    separate minor offering them a product containing Tetrahydrocannabinols (this is a cannabinoid found in cannabis that is the main psychoactive part of the plant.)

    Bebout “knowingly promoted material visually depicting” live performance of a minor “engaged in a prohibited sexual act,” affidavits show.

    According to affidavits, Bebout “enticed or attempted to entice the victim, a minor under the age of 16 or believed to be under the age of 16, with the intent to commit an illegal sex act upon or sexual exploitation of the minor,” offering the victim marijuana in exchange for them “to be in a relationship.”

    Bebout messaged the victim “that they would never have to pay for drugs again.”

    Bebout, who was being held Saturday night in Scott County Jail on a $250,000 cash-only bond, is scheduled for a preliminary hearing Oct. 22 in Scott County Court.

    A Class B felony is punishable by a sentence of up to 25 years.
