    Victim waterboarded and beaten with bat over missing dope

    RALEIGH COUNTY, WV (LOOTPRESS) – A victim is waterboarded and beaten with a bat after dope went missing.

    On Monday, September 2, 2024, at approximately 10:00 am, a trooper received a call for service through the West Virginia State Police Beckley Dispatch about an assault that had already occurred.

    While speaking to the victim, he advised that the incident occurred the night before at 2303 Tams Highway, Sophia, West Virginia. The victim disclosed that Jillian Shiflett had instructed him to take a jar of suspected controlled substances across the yard into the edge of the woods. The victim then felt he was being “set up” and disposed of the alleged controlled substances in the woods. He then began walking up Tams Mountain.

    The victim stated that when he returned to 2303 Tams Highway, multiple individuals were present: Jillian Shiflett, David Wayne Cadle, Stoney Reed, and Jeffrey Salcines. Shiflett then inquired about the “dope,” to which the victim responded that he did not know what she was talking about. This verbal altercation then escalated into a physical altercation, where Shiflett instructed the male subjects to attack and fight the victim.

    During the physical altercation, Jeffrey Salcines aggressively grabbed the victim. They began waterboarding him, forcibly pouring water over his mouth and nose in an attempt to make him inhale water, causing the victim to experience the sensation of drowning and fear for his life. David Wayne Cadle, accompanied by Jillian Shiflett, also began punching, kicking, and striking the victim with a baseball bat.

    The victim sustained multiple injuries, including bruises, contusions, lacerations, swelling, and whelps on his entire body. Photographs were obtained. The suspects also threatened the victim’s life if he reported the incident to law enforcement and continued to inquire about the whereabouts of the “dope.”

    The victim was later able to flee the residence and was medically treated at Raleigh General Hospital. He is currently on crutches and will need further medical treatment and surgery on his left patellar tendon.

    During the incident, the suspects also stole the victim’s cellular devices (an iPhone 13 valued at $750.00 and an iPhone SE valued at $650.00), a pair of Air Jordan valued at $185.00, and his house keys and locks valued at $160.00, totaling approximately $1,745.00 in stolen property.

    Salcines was charged with malicious wounding. Troopers didn’t indicate if others involved were arrested and charged for their involvement.
