    L.A. City employees still aren’t getting their full paychecks

    For many months, Los Angeles city employees – including police officers – have been underpaid. And an L.A. City Councilmember is calling the city council back from a summer recess to get the issue resolved.

    The problem is coming from their payroll system. The payroll upgrade project began in 2020, when the council agreed to spend about $62.1 million for several contracts to migrate the city's outdated, custom-built payroll computers known as "PaySR" to a new program developed by Workday.

    According to city documents, the new system is intended to merge payroll and human resources data.

    KNX News’ Craig Fiegener reported the paychecks are most often under by pennies an hour. Despite the L.A. City Council being on recess in July, Councilman TimMcOsker called a special meeting Tuesday morning to discuss the city’s payroll problem. McOsker wants Kenneth Mejia, the city controller, to appear to answer questions about why he is having so much trouble transitioning to Workday. The issue has already been discussed in previous council meetings.

    McOsker has previously voiced concerns about the new payroll system.

    City officials initially aimed to implement Workday at the end of December 2021, but given staffing shortages and other challenges caused by COVID-19, it was approved for a "phased rollout."

    Phase 1 of the project went live in May 2022, with hiring and onboarding serving as key features of the new system, but implementation of Phase 2 fell behind schedule with a target date of December 2023.

    Phase 2, also known as Go-Live, added tools to Workday related to absence management, benefits administration, compensation, time tracking, and payroll, among other things. Due to complications, this part of the project was pushed back until June 2024.
