A new study by the Rand Corporation found that homeless camp cleanups, including Mayor Bass’ Inside Safe program, have no long-term effect on the number of people living on the streets.
Researchers visited homeless camps in Venice, Hollywood and Skid Row on a monthly basis and discovered that within a month or two after cleanups, the homeless people would return and re-establish the camps.
One man told KNX News’ Jon Baird he has mixed feelings about the homeless camps and the cleanups.
“I mean, I get it where it comes to homeless people setting up camp anywhere, it's not cool,” he said. “But if they don't have anywhere to go, what are they supposed to do?”
This comes as signs went up a couple weeks ago around Del Rey Lagoon Park, designating it a special enforcement zone.
KNX News’ Jon Baird reported that are also designated special enforcement zones include the underpass at I-10 and Centinela Ave., the West L.A. VA Medical Center, and around the Pen Mar Golf course on Rose Ave.

“And what it does is allow us to protect certain sensitive use sites which are parks, libraries, schools, daycares and homeless shelters opened after 2018,” she said.
Councilwoman Park added that there has been some success in addressing the tent encampments on the west side and that they are working to address RV encampments and vehicle dwellings.
