The drugs may have already exacerbated an ongoing mental illness. Both are very serious. If he has a history of mental health and criminal activity, he may not have the mental capacity to be in society. He should be in a mental hospital for the public's safety and his safety. He may not have the capacity due to damage to the frontal cortex where our cognitive abilities are. If he has these anomalies, they should have a neuropsychologist doing MRI or PET scans to determine the amount of damage to the brain. I don't think he has the mental capacity to conduct himself out in public.
