I grew up in Ludington while the Badger and six other car ferries where operated by the C&O railroad. My Dad was a railroad detective for C&O in Ludington. My family took multiple trips to Manitowoc and Milwaukee. The boats also made trips to Kewaunee. As an 11 and 12 year old kid in the late 1960's, I always got to steer the boats in the middle of Lake Michigan because of my Dad's position. The 7 boats were the Pere Marquette 21 and 22, the City of Saginaw 31, the City of Flint 32, the City of Midland 41, the Spartan 42, and the Badger 43. Their main purpose was hauling railroad cars across the lake, rather than passengers.
