MADISON, Wis. -- The Madison Common Council is asking for public input as alders consider placing a $22 million referendum on the November ballot.

The referendum would allow the city to avoid permanent cuts to services such as police, fire, garbage collection and the public library system. It was proposed as part of two budget plans put forth by Mayor Satya Rhodes-Conway last month.
