    Local tax measures: Burleigh, Williams, Mandan voters approve tax plans

    BISMARCK, ND ( KXNET ) — Voters Tuesday in several cities and counties approved various sales and use tax increases and extensions. Among them:

    Mandan Measure 1: Additional Half-Cent City Sales Tax

    Mandan voters approved an additional half-cent sales and use tax. The “Yes” votes were 60 percent and the “No” votes came in at 40 percent.

    The city ordinance will add a half-sale sales and use tax on top of the existing taxes. According to the Mandan city website, these are the current tax rates:

    • Sales & use tax: 7.25% (5% state, 0.50% county, 1.75% city)
    • Local restaurant & lodging sales tax: 1%
    • Local hotel occupancy tax: 2%

    The additional half-cent tax will start January 1, 2025.

    Burleigh County Measure 1: Home Rule Charter Amendment

    Burleigh County voters approved the Home Rule Charter amendment. The “Yes” votes came in at 59 percent of the vote compared to 41 percent for “No.”

    The Home Rule Charter amendment requires that all revenues raised and collected from a 1% sales and use tax be used to offset property taxes used for the budgets of the Detention Center, Sheriff, and State’s Attorney, and other public needs of the county.

    Williams County Sales and Use Tax Renewal

    Voters backed the proposed extension of the county sales and use tax. The “Yes” votes were at 59 percent of the vote, while the “No” votes were at 41 percent.

    The issue was whether or not to extend the current 1% sales and use tax in Williams County for another 10 years beginning April 1, 2025.

    The money will be used for funding public safety; sports, recreation and community facilities; behavioral and rural health needs; capital improvements in the county to “enhance social and economic vitality.”

    The tax can also be pledged to the payment of bonds issued for any projects in the broad categories listed above.

    This can alter how long the tax is actually in effect because the tax cannot be repealed or ended if bond pledges are outstanding. If money is pledged to bonds and it will take 15 years to pay off the pledges, then the sales and use tax would be in effect for 15 years instead of the original 10-year extension.
