Marengo resident among taking office on retired employees board

The Alabama Retired State Employees’ Association (ARSEA) recently announced the results of their statewide elections of officers and board members.

New board members beginning their terms were Marengo County’s LeTonya Williams of District 9, State Rep. Joe Lovvorn, who is a retired Auburn firefighter and chairman of the House Rules Committee, of District 11, former State Rep. Proncey Robertson of District 17, and Mark Clouser of District 18.

Retired Legislative Fiscal Officer Director Norris Green of Alex City was sworn in as the 2024-2025 state president of ARSEA during the association’s quarterly board meeting held on Wednesday at the Retirement Systems of Alabama headquarters building in Montgomery.

Retiring with 39 years of service, Green handled all legislation related to the Retirement Systems of Alabama during his career.

Green is spearheading efforts to secure regular benefit increases for state and local retirees, and he has developed benefit increase legislation that will not adversely affect the finances of the Retirement Systems of Alabama. His bill received unanimous passage in the Alabama House during the 2024 regular session, but lawmakers adjourned before taking a final Senate floor vote on the measure.

His vast knowledge and experience in dealing with the multi-billion-dollar Education Trust Fund and General Fund budgets earned him election as the state government retiree representative on the Employees Retirement System Board of Control (ERS).  He is currently seeking election to another term on the ERS board.

In addition to Green, Thera Herring of Prattville, who retired as director of facility-based services for the Alabama Medicaid Agency and previously held roles at the Department of Pensions and Security, also took office as president-elect of ARSEA.

In recent years, Herring has worked with the nursing home industry to conduct educational seminars across the state and assist Alabama’s elder population in navigating complex and complicated Medicaid eligibility guidelines.

Other officers taking their oaths on Wednesday included new Secretary/Treasurer Thomas Moore, who just completed his term as 2023 – 2024 state president, Vice President North Peggy Harris, and Vice President South Central Carolyn Middleton, who also holds a seat as state retiree representative on the State Employees’ Insurance Board.

Ralph Hellmich of District 5 and Crys Fuller of District 7 began serving their second terms on the ARSEA Board of Directors.

ARSEA has 20 districts statewide with a rotating election schedule.
