    Massive Eagle Shadow residential project renews plans with city

    Eagle Shadow, the city’s first master-planned residential development in Maricopa, is now in its final stages after nearly 20 years of revisions.

    The project is proposed along Maricopa-Casa Grande Highway, bounded by Farrell and Hartman Roads and south of White and Parker Road.

    Scottsdale-based El Dorado Holdings wants to turn its long-planned Eagle Shadow subdivision into reality. The development company has submitted a pre-application request with city planners to update its latest adaptations to evolving city planning standards.

    The project narrative the City of Maricopa released to InMaricopa this week states the project will include different levels of residential densities intermingled with commercial development on 975 acres. City leaders originally approved the planned area development in 2005.

    El Dorado Holdings is the project’s longtime developer.

    “It will probably be the most exciting project that we’ve done in a long time anywhere,” Mike Ingram, founder and chairman of EDH, said in 2020. “It’s going to have more amenities. It’s going to be a great new addition.”

    Small portions of the site are designated for commercial uses, mixed uses and open space.

    The project narrative states the primary entrances will be at Hartman Road, White and Parker Road and Farrell Road. Access to the development will also be created from Maricopa-Casa Grande Highway.

    “Centrally located open space with areas planned for recreation amenities and trail connectivity will be provided throughout the proposed neighborhoods and a large neighborhood park is planned east of the proposed collector entrance from the Maricopa-Casa Grande Highway,” the city narrative states. “Landscape buffers will be located along the perimeters of the community and internally to foster land use compatibility with consideration for appropriate transitional buffering between uses of differing intensities.”

    El Dorado Holdings is the same company that launched Maricopa’s first residential subdivision of Rancho El Dorado, with the first homes and golf course in 2003, followed by The Villages and The Lakes.
