Republicans Robert A. Branch and Debbie Lesko along with Democrat David M. Sandoval will vie for votes as candidates on the 2024 Primary Election Ballot July 30 for Maricopa County Board of Supervisors District 4.
Incumbent Supervisor Clint Hickman, a Republican, has chosen not to seek reelection. He was appointed March 21, 2013, and retained by District 4 voters in 2016 and reelected in 2020.
Robert A. Branch
Dr. Robert A. “Bob” Branch has been teaching postsecondary education up to and including the doctoral level for more than 21 years. He teaches leadership, management, business, and information system technology (engineering, cyber warfare, cyberlaw, and systems engineering) courses, and is recognized as a pioneer in online post-secondary education, according to his campaign biography.
During those 21 years, Branch held positions of dean of education, dean of technology, campus director, chairman of the School of Business and Technology Management and was the lead faculty content chairman for the doctoral of management in information system technology program.
He is an author and keynote speaker, with many articles in peer reviewed journals. As an expert in curriculum design, Branch has designed more than 55 courses, two MBA programs, and two doctoral programs. He taught at Grand Canyon University and Liberty University.
He is a radio co-host and guest as a Christian conservative college professor, speaking on topics of local, national and worldwide politics as well as education.
He ran for Arizona superintendent of public instruction in 2018, but lost in the primary to a three-term U.S. congressman. He currently serves in his sixth term as the commissioner of Parks and Recreation for Maricopa County.
Debbie Lesko
Debra Lesko has represented Arizona’s 8th congressional district in the U.S. House of Representatives since 2018. The district is in the West Valley includes Glendale, Surprise, Sun City, Peoria, and part of western Phoenix.
Lesko previously served in the Arizona Legislature from 2009 to 2018. She served in the Arizona Senate from 2015 to 2018. She was president pro tempore of the Arizona Senate from 2017 to 2018 and also served as a member of Arizona House of Representatives from 2009 until 2015. She became the Representative for Arizona’s 8th congressional district after winning a 2018 special election. She ran for reelection in 2022 without opposition in the primary or general election.
In October 2023, Lesko announced she would not seek reelection in 2024. She later announced a run for the Maricopa County Board of Supervisors representing District 4.
David Sandoval
David Sandoval is a third-generation Arizonan, local business owner and is currently serving his second term on the Peoria Unified School District governing board. He was first elected to the school board in 2017, serving four years as president.
Sandoval ran for election to the Arizona Senate to represent District 28 and lost in the general election Nov. 8, 2022.
His career experience includes working as a marketing consultant. As a president and CEO of Blender Marketing Group, Sandoval served on the Hispanic Chamber of Commerce and was named “Who’s Who in Hispanic Business” by Hispanic Business Magazine.
His mother and her siblings graduated from Peoria High School in the 1930s. His aunt, Toni Lebario, was the first Hispanic woman business owner in Peoria. Sandoval, his wife and children all attended West Valley public schools. He earned a high school diploma from Alhambra High School.
