    Cobb Eyes 5-Story Smyrna Residential Development

    A Columbus-based development group wants to build a new multifamily community on Atlanta Road in unincorporated Smyrna.

    Flournoy Development Group is proposing a 5-story residential building and has requested a rezoning of the 3.79-acre site.

    The building would include 299 rental units, with an average size of 830 square feet as well as metal balconies.

    The 350,000-square-foot residential space will also include a six-story parking deck with 448 spaces.

    Originally home to a Pilot truck stop, the lot was purchased by the county for $12.97 million, funded by the 2005 1% special purpose local option sales tax, as part of a transportation project on the I-285 and Atlanta Road interchange.

    In July 2023, Cobb commissioners voted to sell the site to the development group. Attorney Kevin Moore, who represents Flournoy Development, said the group is under contract with Cobb, which still owns the property.

    The proposed project, located at 4600 Atlanta Road, near the Vinings Village Kroger, was scheduled to be heard by the Cobb County Planning Commission on Sept. 3, however, Moore said that hearing will be pushed to October.

    Since February, the case has been regularly continued by staff as the group awaits final word from the Georgia Department of Transportation.

    Moore added the entire project is on hold because of GDOT’s Top End Express Lanes project on I-285.

    According to Moore, GDOT has proposed a large flyover bridge for new toll lanes at the intersection of I-285 and Atlanta Road, part of which will go over the project’s property.

    “That really affects the type of project that they may be able to build,” Moore said.

    If the impact is too great, Moore said the development group will terminate the project and move onto something else.
