The Fourth of July weekend went out with a bang for residents of Garland Road, Maryville, but not in the traditional way.

At approximately 5:23 p.m. July 7, Blount County Sheriff’s deputies responded to a call on Garland Road, Maryville regarding a disturbance involving a firearm. Callers reported that an intoxicated man was shooting from his home towards another house and threatening its five inhabitants. In total, 15 deputies plus the Blount County SWAT team were dispatched to the residence.

On arrival, deputies made contact with Jacob S. Madison, 38, Garland Road, Maryville, who was reportedly exiting the alleged offender’s residence with an unnamed woman. Deputies made contact with and instructed Madison to get on the ground. Madison refused, and the report states officers used a Taser, hitting him in the chest before taking him to the ground and handcuffing him.

Officers said another man, later identified as Tracey Earl Frederick, 60, Garland Road, Maryville, then exited the same residence carrying an AR-15-style weapon by the lower right-hand side of the barrel. Deputies approached to a distance of approximately five-six feet from Frederick before using a Taser to disarm and handcuff him. Officers retrieved the AR-15-style weapon, an unchambered pistol with a full magazine and a loaded revolver from Frederick’s person.

While escorting Frederick to a squad car, deputies reported that he went “limp,” refused to comply with orders and kicked one officer in the face while being seated.

Officers said later investigation revealed 11 spent 5.56-caliber shell casings around the property, as well as “holes in the siding” of the victims’ residence facing the Fredericks’ property. Witnesses reported that Mr. Frederick had been threatening his neighbors since the early morning hours.

Frederick was arrested by Blount County Sheriff’s deputies and charged with resisting stop/frisk/halt/arrest/search, public intoxication, assault against a first responder, reckless endangerment with a weapon and three counts of aggravated assault. He was released in lieu of bonds totaling $98,500 pending a 9:00 a.m. July 15 hearing in Blount County General Sessions Court.

Madison was also arrested by Blount County Sheriff’s deputies and charged with resisting stop/frisk/halt/arrest/search. He was released in lieu of bonds totaling $2,500 pending a 9:00 a.m. July 15 hearing in Blount County General Sessions Court.

    No injuries have been reported.
