ELLICOTT CITY, MD – Howard County Executive Calvin Ball recently announced a partnership with the Ellicott City Partnership (ECP) to launch a $100,000 Façade Improvement Grant Program for commercial property owners and business owners in Ellicott City’s Historic District.
