A PAC representing voters who supported former South Carolina governor and former US Ambassador to the United Nations Nikki Haley (R) in the GOP presidential primary but are now backing Vice President Kamala Harris (D) is launching a new seven-figure ad campaign in key swing states — thumbing its nose at a cease-and-desist letter sent this summer by a lawyer for Haley’s defunct presidential campaign.

Haley made headlines during the primary for a stronger-than-expected challenge to former President Donald Trump , winning several contests and continuing to rack up votes for months even after she suspended her campaign. She did eventually endorse Trump — shortly before he became a convicted felon — and spoke at the Republican National Convention to urge her voters to fall in line.

Originally calling themselves “Haley Voters for Biden,” the PAC officially titled “PIVOTPAC” has since rebranded as “Haley Voters for Harris” (abbreviated as “HV4H”) after President Joe Biden announced he was dropping out of the race. In July, a lawyer representing Nikki Haley for President, Inc. sent HV4H a letter demanding that the PAC not use Haley’s name.

The PAC issued a defiant response, declaring that its members had “enthusiastically supported Ambassador Haley over former President Trump in the primaries” and had now embraced the mission “to encourage likeminded voters to vote for Vice President Harris in November…Our rights to engage with voters and encourage them to vote for Vice President Harris – who in our view is the clear better choice for the country – will not be suppressed.”

The media attention from the kerfuffle benefitted HV4H with a spike in their social media followers and small-dollar donors, and the PAC is now deploying those resources with a new digital ad campaign targeting persuadable center-right voters in the “blue wall states” of Pennsylvania, Michigan, and Wisconsin, plus swing states North Carolina, Arizona, Nevada, and Georgia.

The ads are rolling out on multiple social media and online platforms. One 30 second video focused on economic issues tailored to appeal to fiscal conservatives, criticizing how Trump’s proposed tariffs would increase consumer prices.

Other ads feature lifelong Republican voters explaining why they could not vote for Trump this year, as well as making the argument that a Harris White House would be prevented from liberal excesses by the conservative-majority Supreme Court and a likely GOP-majority Senate.

“I voted for Donald Trump three times,” says a man standing in front of a tractor in one ad. “I’m voting for Kamala Harris in November.”

Another ad features a lifelong Republican named Carol hitting Trump for the trillions he added to the deficit, which she denounces as “not conservative.” The video then includes a clip from a Fox Business report praising Harris’s proposal for a $50,000 tax deduction for small businesses and “less red tape.”

“I gotta say,” says anchor Stuart Varney . “That is a good idea.”

“We think that there are many, many voters who will be receptive to our message, and we know that there are more of them out there, potentially a lot more of them in fact, than the likely margin of the victory that’s going to happen for one of the two candidates come November the fifth,” Craig Snyder , the PAC’s national director, told Scripps News.

The strategy, Snyder said, was to point out how Harris’ positions “on major issues like fiscal responsibility and closing the border, being tough on crime” were not “radical” like Trump claimed, but actually center-left. Therefore center-right voters could “meet in the center and find some common ground” with Harris, and these ads were intended to help get voters who don’t like Trump but might have never voted for a Democratic presidential candidate be able to take that step this November.

The ads will be targeted to moderate Republican and independent voters on social media platforms, streaming apps, and gaming sites, according to Snyder, aiming to reach millions of voters in a key demographic that could sway the election results.

The Harris campaign itself has made several notable moves to reach out to Republicans, including featuring Republicans like former Reps. Liz Cheney (R-WY) and Adam Kinzinger (R-IL) at the Democratic National Convention. Cheney will campaign with Harris in Wisconsin on Thursday.
