    Minneapolis, Johnson men charged with possession

    Dillon Peter-Cody Clemens, 38, Minneapolis, and Jacob Seth Cobb, 30, Johnson, were both charged in Morrison County District Court with one felony count each of first-degree possession of a controlled substance.

    The charges stem from a June 22 incident, when a trooper of the Minnesota State Patrol was on stationary patrol in the city of Royalton. He observed a vehicle pass by him. There were two men in the suspect vehicle and they slumped back in their seats as they passed by the trooper’s squad car. It appeared that they were both trying to conceal themselves from being seen. The trooper ran the license plate number and discovered that the vehicle had a suspended registration status. The registered owner of the vehicle was recently arrested and charged in Hennepin County for possession of methamphetamine, according to the report.

    The trooper initiated a traffic stop. He noted that the front passenger was making very specific furtive movements around his waist area. The trooper approached the suspect vehicle and noted air fresheners on the dash and in the vents in an apparent effort to mask odors. Per the report, there was a marijuana pipe in plain view and green marijuana debris in the console area. The trooper noted loose panels and molding pieces around the radio faceplate and drink holder which are common natural voids to conceal contraband.

    According to the report, the trooper identified the driver as Clemens. The passenger was identified as Cobb. Neither had valid driver’s licenses. Both gave “suspicious” stories about their travels that were not consistent with each other.

    The trooper conducted a canine search of the vehicle. The canine indicated on the vehicle. The trooper searched the vehicle and located a bag in the center console containing what appeared to be methamphetamine. Per the report, the substance later field-tested positive for methamphetamine and weighed approximately 466 grams, which is the equivalent of a pound.

    Clemens began crying and stating repeatedly that Cobb had nothing to do with it and everything in the vehicle was his. The trooper placed both Cobb and Clemens under arrest for possession of the methamphetamine, according to the report.

    Cobb later gave a statement pursuant to Miranda. Per the report, Cobb stated that he knew the registered owner of the vehicle was dealing drugs. Cobb said he possibly saw drugs at the registered owner’s apartment. He claimed that they went to the registered owner’s apartment and he stayed in the vehicle while Clemens went inside. Clemens later walked out of the apartment and back into the vehicle and put a bag in the center console. Cobb said he assumed it was drugs. He allegedly admitted that they were supposed to bring cash back after meeting with someone in the Motley area. Cobb said he was not actively involved in selling drugs and denied being paid by anyone.

    If convicted on their respective felony charges, Clemens and Cobb both face up to 10 years imprisonment and/or a $1 million fine.
