    Minneapolis man, New Hope woman charged with drug sale

    La’Veal O’Neal Allen, 38, Minneapolis, and Michaela Karon McKinney, 36, New Hope, were charged in Morrison County District Court with two felony counts each of first-degree sale of controlled substances. In addition, Allen was charged with one felony count of possessing ammunition and a firearm with a prior conviction of a crime of violence. McKinney was also charged with one gross misdemeanor count of child endangerment.

    The charges stem from a July 1 incident. Agents with the Paul Bunyan Drug Task Force received information that Allen was transporting large quantities of drugs through Morrison County. Task force members were advised that a sale was going to occur in the Walmart parking lot located in the city of Little Falls, according to the report.

    Agents with the task force and other law enforcement officers responded to Little Falls and were briefed on the operation regarding the sale. Per the report, the sale involved an undercover agent who was provided $8,000 in prerecorded buy funds, cash with each bill’s serial number written down to prove the money the suspects have are the same bills the undercover agent provided them with. Agents got into place in the area of the store and waited for the suspect to arrive.

    According to the report, on July 1, at approximately 6:24 p.m., agents observed a Ford pickup truck enter the parking lot. The suspect, Allen, made a phone call to the undercover agent to clarify his location in the parking lot. Allen’s vehicle then parked next to the undercover agent’s vehicle. The driver of the suspect vehicle was McKinney. McKinney’s 6-year-old child was also in the vehicle.

    Allen got out of his vehicle and got into the undercover agent’s vehicle. Allen provided the undercover agent with approximately 82 grams of fentanyl, 491 fentanyl pills and 2.95 grams of methamphetamine, per the report. The undercover agent then provided Allen with approximately $5,000 in buy funds. At that point, law enforcement officers approached the vehicles and placed Allen and McKinney under arrest for the sale of controlled substances.

    The first bag of white powdery substance later field-tested positive for methamphetamine and weighed 29.5 grams on an uncertified scale. Another bag of white powdery substance field-tested presumptive positive for the presence of fentanyl and weighed 82 grams on an uncertified scale. Another bag containing approximately 491 blue pills marked M30 tested presumptive positive for the presence of fentanyl, according to the report.

    In the center console of Allen and McKinney’s vehicle, law enforcement officers located a Glock 42 .380 pistol and magazine, per the report. Allen has prior convictions on his record for crimes of violence in numerous court files and is prohibited from possessing firearms.

    If convicted on either felony first-degree sale of controlled substances charges, Allen and McKinney each face up to 30 years imprisonment and/or a $1 million fine. If convicted on the felony possession of ammunition and a firearm with a prior conviction of a crime of violence charge, Allen faces up to 15 years imprisonment and/or a $30,000 fine. If convicted on the gross midemeanor charge, McKinney faces up to one year in jail and/or a $3,000 fine.
