Governor Kathy Hochul today announced that New York State recently hosted the 2024 “Raven’s Challenge,” the world’s largest annual training exercise for public safety bomb squads and military explosive ordnance disposal teams at the State Preparedness Training Center (SPTC) in Oriskany, NY. A Binghamton man was found guilty on the charge of Rape in the 1st degree in court on Thursday. According to the Broome County District Attorney, in June 2023, Willis Bickham, Jr. took a child under the age of 13 years old into an apartment on Green Street and proceeded to have intercourse with her.
