tap water has everything to do with a rusty engine. After 55 years of working on cars I've never seen a rusty cooling system on a car that has always had good mix of coolant in the system. I've only seen it when the system developed a leak and the owner has repeatedly added only water. Over time the coolant is diluted to the point that is basically just water and rust starts developing which starts to plug up the passageways which leads to the engine overheating and that leads to blown head gaskets. Coolant also contains additives that lubricate the water pump which is necessary for a long life. Coolant isn't just for keeping the engine from freezing in the winter and boiling over in the summer.
