An absolutely contemptuous law. Numerous circumstances in which compliance is completely unnecessary to further the safety of anyone on the side of the road. Whether not moving over constitutes reckless driving depends on the PARTICULAR SET OF CIRCUMSTANCES (WEATHER, SPACE ON THE SHOULDER, LOCATION OF PEOPLE ETC ETC) in which the driver is placed. You can not codify it. It is disgusting to burden people who don't comply, but do nothing to endanger anyone with the possibility of a criminal offense in their record.
