Tropical Storm Debby is threatening the Carolinas and Virginia with major flooding as the slow-moving storm crawls north.

    Here's what to expect:

Tropical Storm Debby made a second landfall early Thursday in Bulls Bay, South Carolina, just northeast of Charleston.

Debby has brought more than 18 inches of rain to South Carolina and another 3 to 6 inches is possible in the state on Thursday.

After this second landfall, the flash flooding is spreading north.

A rare "high risk" for flash flooding has been issued from Charlotte, North Carolina, to Roanoke, Virginia, where up to 6 inches of rain is possible on Thursday.

On Friday morning, the heavy rain and flash flooding will move into the Mid-Atlantic, including Washington, D.C., West Virginia and Pennsylvania.

By late Friday afternoon, the heavy rain will target upstate New York, followed by Philadelphia and New York City. Flash flooding is possible in New York City on Friday night.

New England, including Boston, will face the heavy rain Friday night into early Saturday morning. The storm then leaves the East Coast later on Saturday morning.
