    Migrant arrested for child sex assault ‘should not be in the country,’ Illinois sheriff says

    KANKAKEE, Ill. (WTVO) — An Illinois sheriff says the sexual assault of a child by an undocumented migrant “was completely avoidable” because the “offender should not be in the country.”

    The Kankakee County Sheriff’s Office announced the arrest of Juan Alvizar, 38, in unincorporated Bourbonnais on Thursday. Authorities said Alvizar was arrested in the Oak Creek Estates Mobile Home Park.

    He has been charged with predatory criminal sexual assault of a victim under the age of 13 and criminal sexual assault.

    “Although we want to make every effort possible to maintain the privacy to the victim in this particular case, I think it’s vitally important to the residents of Kankakee County to understand that this heinous act was completely avoidable based solely on the fact that this offender should not be in the country,” Downey said in a statement.

    According to Downey, Alvizar has a U.S. Immigration and Customs Enforcement (ICE) detainer based on his illegal status.

    Illinois places limitations on what information law enforcement can share with federal authorities due to the Illinois Way Forward Act, signed by Gov. JB Pritzker in 2021.
