Inmate, found dead at Rock County jail, identified

JANESVILLE, Wis. (WTVO) — An inmate was found dead in his cell at the Rock County Jail on Saturday.

According to the Rock County Jail, a correctional officer was conducting a routine security check and discovered an inmate hanging in his cell. Officials say the inmate was housed in a cell by himself.

Additional officers and jail medical staff responded to the scene and immediately started life-saving measures. Paramedics then took over advanced life-saving measures which were unsuccessful.

A death investigation will take place by the Rock County Medical Examiner staff, Rock County Sheriff’s Office Detective Bureau and the Wisconsin Department of Corrections.

The deceased, Jacob West, age 30, of Beloit, WI was taken into custody in April on criminal charges and a probation violation.

The Rock County Medical Examiner says the cause and manner of West’s death is still under investigation.

I think this absurd! When I was probably 18ish... I would read news of Rock County jail, of an inmate that committed suicide. Sadly, it seems that at least one person dies from suicide every year. Where in the hell are the Rock officers on this?!?! I have been inside that place for a few hours before taken to Winnebago County, WI Jail, 15 years ago. Total shithole. At least Winnebago was 10xs better conditions, and they watched over you and others.

I'm so sorry for the loss and at this point, very curious to find out when the justice department investigation is going to happen.
