ROCKFORD, Ill. (WTVO) — Rockford’s sanitary sewer provider, Four Rivers Sanitation Authority (FRSA), is announcing a change to its billing process.

Beginning in January 2025, the utility will switch Rockford and Cherry Valley customers to a monthly billing cycle, instead of the current quarterly billing cycle.

Customers in Rockton and Winnebago, in addition to all well users, will transition in Fall 2024.

FRSA says there will be no change to its rates.

“FRSA is shifting from quarterly to monthly billing to improve customers’ cash flow and household budgeting, match the timing of the sewer bill with the freshwater bill, and allow for earlier discovery of any service issues or leaks,” it said in the announcement.

“FRSA is committed to providing high-quality service and a clear, understandable billing process for all customers,” said Tim Hanson, FRSA’s Executive Director. “The transition to monthly billing and a simplified bill format is part of our ongoing effort to improve the customer experience.”

FRSA manages the public sanitary sewer collection and treatment system in Winnebago County, ensuring the safe removal of pollutants and the return of treated water to the Rock River.

FRSA serves approximately 72,000 residential, 560 government, 6,400 commercial, and 950 industrial customers across Rockford, Loves Park, Machesney Park, Rockton, Cherry Valley, parts of Roscoe, and the Village of Winnebago.

Monthly bills will be eventually higher than the quarterly bills are now, just like water bills did when it changed to monthly.
