    Boone County Clerk Julie Bliss gets new judge in theft case

    BELVIDERE, Ill. (WTVO) – Boone County Clerk and Recorder Julie Bliss has a new judge in her theft and misconduct case.

    Bliss appeared in court Wednesday via Zoom and had her 2023 case reassigned to Judge Scott Paccagnini. That move came after Judge Ryan Swift recused himself because of a conflict of interest.

    Bliss is accused of stealing taxpayer money, funds prosecutors say she used to buy tires for her personal vehicle and other personal expenses, including groceries at Walmart. She is charged with multiple felonies, including theft, wire fraud and official misconduct.

    Bliss is an elected official and has agreed to remain on administrative leave pending the outcome of her case. She’s due back in court on Oct. 21.

    Bliss was indicted last year after an employee reported irregularities in two county bank accounts. Boone County officials immediately notified the Illinois State Police. The case is being prosecuted by the Illinois attorney general.

    and yet she continues to get paid by the county, she should have to pay it all back with interest if she is found guilty.
