This is not fully true. In a military control country, the movement in or out will be blocked coming in, but it will be easy for the north to use the road and rail to go south. unless Kim feels the south will use the roads and rails. you just build a safety damaging effect bomb in to the structure. if Kim is ready to damage the best way to move his equipment and military he may be afraid south and allies will be able to enter his country very easily. hw may need the distraction to put in countermesers. ?
