    Nelsonville city manager placed on paid administrative leave

    NELSONVILLE — Nelsonville City Council announced that City Manager Tom Cangemi has been placed on paid administrative leave for allegations of misconduct.

    Council held a special meeting Monday during which they went into executive session to discuss personnel. After about 40 minutes, council left executive session and unanimouly voted to approve a motion to place Cangemi on paid administrative leave while a special counsel investigates allegations of misconduct.

    Also during the meeting, council voted to appoint Police Chief Devon Tolliver as interim city manager. It was unclear as to how some council members voted, as there was coughing recorded during the roll call to vote.

    Council member Cory Taylor asked that Tolliver be compensated city manager pay for serving in the role, which he was not during his previous appointments. Council and Law Director Jonathan Robe said the council would have to pass an ordinance.

    President Gregg Clement made a motion to look into hiring a special counsel to conduct the investigation. The motion passed 6-1, with "Johnny" Flowers voting against it.

    "I believe that will make it known that the council will have nothing to do with this investigation," said council member Nancy Sonic."It is strictly an outside individual that will be doing this."

    Council Clerk Susan Harmony was not at the meeting, so Taylor acted as the secretary.

    Cangemi was named city manager in late September, officially joining the staff in October. He is the sixth to serve in the role since 2023.

    Tolliver previously served as city manager when he was also appointed interim police chief in January 2023 until February of that year, when Tracy Galway was hired to fill the role temporarily. He also served between Bernie Roell and Cangmi's tenures, May to October 2023.

    Nelsonville City Council meets on the second and fourth Monday of the month at council chambers, 211 Lake Hope Drive, Nelsonville.
