Jail records show Andrew Howard, 32, was booked into the Mahoning County Jail by members of the state Adult Parole Authority on a warrant for criminal homicide from Lawrence County. He was arrested about 3:30 p.m. at South and East Dewey avenues by city police, U.S. Marshals and members of the Adult Parole Authority.

Howard was wanted for the April 21 murder of Omar Hakim , 39. A warrant was issued on June 26 for Howard’s arrest.

An extradition hearing for Howard will be held Monday in Mahoning County Common Pleas Court.

Borough police arrested a woman , Angelina Masi, no age given, two days after Hakim’s death on a conspiracy charge.

Hakim was found after police were called to East Moody Street and Carlisle Avenue early April 21 for a report of gunshots. Police did not give an exact time of when the calls came in.

Hakim was found shot to death in the back seat of an SUV, police said. Police said there were six gunshot holes in the driver’s side window where Hakim was found.

Masi was charged after witness interviews and a review of video surveillance cameras in the area showed her driving the suspect to the shooting scene, police said.
