    Tri-City Mayors Issue Request for Proposals for Willand Road Warming Center Services

    ROCHESTER, NH – The City of Rochester, in collaboration with the Tri-City Mayors and Strafford County, has issued a Request for Proposals (RFP) seeking qualified organizations to operate the Willand Road Warming Center during the upcoming winter season. The center, located in Somersworth, is intended to provide low-barrier overnight shelter for up to 50 beds to protect vulnerable populations during extreme winter weather. The warming center will operate from November 15, 2024, through March 31, 2025, but will only be activated when specific weather conditions pose a threat to life safety.

    The RFP outlines the need for pre-planning and operational support for the warming center, with services to be provided when directed by the Emergency Management Directors (EMDs) from Rochester, Dover, and Somersworth. The cities will collaborate to determine when the center will open, based on factors such as temperature, windchill, and precipitation.

    Interested organizations are required to submit a proposal that demonstrates their capacity to operate the center, manage staffing, and coordinate with local service providers. Eligible entities include nonprofit organizations, for-profit entities, behavioral health providers, government agencies, and federally recognized Indian tribes. Proposals will be evaluated based on organizational experience, staffing plans, budget projections, and experience in coordinating with local social service providers.

    The warming center will provide essential services, including evening and morning meals, snacks, and beverages. Staff will be responsible for conflict resolution, data collection, and transporting guests to and from designated sites in Rochester and Dover. Additionally, successful applicants will be required to adhere to strict safety and operational guidelines, as well as ensure compliance with local regulations.

    Proposals must be submitted by September 18, 2024, with a public bid opening scheduled for September 19, 2024. The selected organization will work closely with the Tri-City EMDs to ensure the smooth operation of the warming center and may be required to submit additional operational policies as part of the contract.
