    NJ’s 4th offshore wind solicitation receives 3 bids

    The New Jersey Board of Public Utilities (NJBPU) received bids for three projects as part of the state’s fourth offshore wind solicitation .

    The deadline to submit was July 10.The bids include:

    Atlantic Shores Offshore Wind Project 1 & 2



    Atlantic Shores rebid Project 1 which already has Offshore Wind Renewable Energy Certificates (OREC) bundled with Project 2. The project is slated as New Jersey’s first in the sector. NJBIZ has reported on its recent developments , including a Record of Decision from the Bureau of Ocean Energy Management (BOEM) . Atlantic Shores expects full federal and state permit approvals by the end of the year.


    Officials did not disclose further details on the rebid. However, they said the proposal provides a more resilient, competitive and sustainable path through the advanced permitting program.

    , CEO, Atlantic Shores Offshore Wind. “Our proposal serves to expand and enhance existing strategic partnerships while growing our portfolio of economic development initiatives across the Garden State. Working with our host community partners, we are keen to continue securing critical supply chain investments that will create great paying union jobs, support local workforce development, and contribute to economic prosperity across New Jersey.”

    Attentive Energy



    This second project bid follows preliminary approval of one earlier this year off the coast of Seaside Heights. No details yet on the location of the second project.

    “Attentive Energy LLC is pleased to propose an offshore wind project in New Jersey’s fourth solicitation, offering extensive clean energy, economic development initiatives, and community benefits to New Jersey,” commented Attentive Energy, a joint venture between TotalEnergies and Corio Generation. “This proposal reflects a statewide opportunity to continue investing in communities and organizations that will grow the offshore wind opportunity across New Jersey.”

    “Earlier in 2024, Attentive Energy secured an OREC contract in New Jersey for the Attentive Energy Two (AE2) project, and in this new proposal, Attentive Energy proposes to New Jersey a consistent and holistic vision prepared to build off of the momentum and early successes of its AE2 project," the JV added. "Stay tuned for more information to come.”


    Community Offshore Wind



    This partnership between RWE and National Grid seeks preliminary approval. During the third solicitation, a proposed Community Offshore Wind project off Barnegat Light on Long Beach Island did not advance.

    “Community Offshore Wind submitted a proposal to help achieve Gov. [Phil] Murphy’s ambitious clean energy goals, while growing New Jersey’s economy and continuing to build a local offshore wind supply chain,” Doug Perkins, president and project director, Community Offshore Wind, told NJBIZ. “Our proposed project would generate 1.3 GW of clean wind energy and create programs to benefit communities for decades, including creating jobs for New Jersey workers and supporting new clean energy pathways for future generations. New Jersey is well-positioned to become a hub of the U.S. offshore wind industry. And we look forward to working with our partners in Trenton and communities across the Garden State.”


    The NJBPU told NJBIZ it plans to review the applications, along with its consultant Levitan & Associates. The board anticipates taking action in December.
