    Advocates Promote 9/11 Notice Act with Documentary Screening

    On April 26, the YoFi Fest Digital Media Art Center (DMAC) showcased Bridget Gormley's 2021 documentary, Dust: The Lingering Legacy of 9/11 .

    The documentary illuminates the severe health issues and conditions resulting from the 9/11 attacks. The debris and toxic dust have profoundly impacted survivors and first responders, exacerbating their health for decades after the tragedy.

    Assemblyman Nader Sayegh and the Social Impact Content Film School (S.I.C.) hosted the screening with the aim of not only highlighting 9/11 health effects but also garnering support for the 9/11 Notice Act.

    What is the 9/11 Notice Act?

    Sayegh introduced the 9/11 Notice Act to provide vital support to survivors and “ unforgotten victims ” of the event.

    Signed into law by Governor Kathy Hochul last September, it offers financial compensation and free healthcare coverage to individuals suffering from 9/11-related illnesses. Particularly, those who were in or around NYC exposure zones between September 11, 2001, and July 31, 2002.

    The 9/11 Notice Act mandates that employers—operating during those dates—notify its employees about their rights under the Zadroga Act . Specifically, informing eligible persons of the 9/11 Victim Compensation Fund and the World Trade Center Health Program. Most importantly, those battling cancer or a respiratory illness.

    The legislation seeks to alleviate the financial burdens associated with treating chronic diseases and illnesses.

    Responding to the aftermath

    After the screening, S.I.C. founder Hezues R . led a panelist discussion with 9/11 survivors. The panel enabled the speakers to share their experiences and advocate for the advancement of the 9/11 Notice Act.

    Together, members of the community and legislators received deeper insights into the significance and rationale behind implementing the bill. Thus, emphasizing its intended impact to be as accessible, affordable, and accommodating as possible. It is meant to ensure that no victim of 9/11 goes overlooked or unprotected. This includes maintaining that the events and effects of 9/11 continue to be taught in schools.

    Taking action

    To solidify the implementation of the law, the NYS Department of Economic Development and the U.S. 9/11 Victim Compensation Fund will conduct more outreach. With the aid of the agencies, Sayegh expects a decrease in the death toll by 9/11-related illnesses and increased awareness among 9/11 survivors and citizens. Additionally, the NYS Department of Economic Development and 9/11 Victim Compensation Fund will formulate guidelines for the 9/11 Notice Act. This entails the eligibility criteria, procedures for businesses and education systems, and other relevant policies.

    The 9/11 Notice Act takes effect on June 6, 2024. The new law represents a crucial step towards safeguarding the well-being and protection of those affected by the aftermath of 9/11.
