    Fence dispute results in Taser-aided arrest

    A dispute between neighbors over a fence escalated on Monday, July 22, with a 71-year-old man arrested after being tased by a Cocke County Sheriff’s Office (CCSO) deputy.

    According to a CCSO incident report, Deputy Austin Ladd was dispatched to Weeping Cherry Way in Newport regarding a property dispute. He was met by the complainants, Ricky Norton and Deborah Norton, who advised their neighbor Steven Norton, 71, (it was not stated in the report whether Steven was related to Ricky and Deborah). Deborah Norton stated Steven Norton had constructed a fence at her driveway, blocking her cars in. She also said she felt threatened by Steven Norton as he makes frequent threats.

    Ladd stated if the fence was on the complainants’ property they could remove it but he could not prove property lines. Shortly thereafter, Ricky Norton began removing the fence with Ladd present.

    Per the report, Steven Norton and Valerie Norton walked down from their house and backup was requested.

    Steven Norton reportedly began yelling, stating the fence was his, along with the driveway. He also reportedly said “I’m going to whoop you,” pointing at Ricky Norton, who was still removing the fence.

    After Steven Norton and Deborah Norton argued over who owns the property, Steven Norton appeared to be walking back to his house but then turned around and walked toward Ricky Norton and pulled his fist back like he was going to punch Ricky Norton. At that point Ladd reports he pulled his Taser from his holster and stated “Taser, Taser, Taser,” while aiming it at Steven Norton.

    Steven Norton then pushed Ricky Norton against Ladd’s patrol car and Ladd discharged his Taser. One prong missed with the other striking Steven Norton on the right arm below the elbow. Despite being ordered twice to the ground, Steven Norton did not comply and Ladd followed up with a drive stun to Steven Norton’s right thigh, who then swatted at Ladd. After again being ordered to the ground, Steven Norton finally complied.

    Valerie Norton was detained due to her reported “aggressive mannerisms.” She was not placed under arrest.

    EMS was requested after Steven Norton was placed in custody. The Taser prong was removed and he was evaluated. He declined transport to the hospital.

    Ricky Norton stated he wanted to press charges for assault. Steven Norton was charged with misdemeanor assault and transported to the Cocke County Jail Annex.

    The Cocke County Sheriff’s Office advised bond was set at $5,000.
