Puerto Rico remained under a tropical storm watch as Ernesto turned into a Category 1 hurricane late Wednesday morning. Alarms began ringing in the municipality of Toa Baja on Wednesday morning, warning residents who live in the western part of the town to evacuate their homes as incessant rain from Tropical Storm Ernesto overflowed the main river there, exposing more families to dangerous floods.

About half of Puerto Rico's power customers were without power on Wednesday as Ernesto turned into a Category 1 hurricane and pummeled the island. Concretely, over 723,000 clients had no power in the afternoon, the Puerto Rico Emergency Portal System said. Officials had anticipated widespread outages as the island's precarious grid has not been fully restored since Hurricane María gravely impacted it in 2017.

A tropical disturbance, designated Invest 98L, is located several hundred miles east of the Lesser Antilles and has a high chance of development. Invest is simply a term used by the National Hurricane Center to indicate an area in the tropics that is being closely investigated for possible development.
