ROCHESTER, N.Y. (WROC) — A 17-year-old has been accused of murdering a man on Cuba Place last month.

On August 30, Rochester police said 39-year-old James Jackson, Jr. was sitting in his car when he was shot multiple times. He tried to drive away but crashed into a pole. He was taken to URMC but died shortly after arrival.

Rafael Marquez has been accused of shooting and killing Jackson. Officers found him Monday afternoon in the area of Clinton Avenue and Radio Street. Police said he tried to run away, before being arrested.

Marquez has been charged with second-degree murder. He was arraigned in Monroe County Family Court and taken to the Monroe County Children’s Center.

He was previously arrested in March and May 2023, for allegedly having loaded handguns.

Here is another example of no consequences for his actions. Caught with a gun two times and not locked up. This man would still be alive if this man would have been sent away for a while. Condolences to his family and friends.
