That included a customer and employee at Bath &amp; Body Works and a manager at Rack Room Shoes.Vanesa Velazquez said she was caught by surprise watching a man grab at her manager in the shoe stacks on Tuesday."She was just standing here talking to me, and then the guy just came behind her and kind of went like that (motions) and we weren’t -- I just thought he walked past behind her, and he went straight out the door," Velazquez said.Police said that manager worked with officers to help them track down the suspect outside the nearby Nike store.Now Velazquez said she's feeling on edge."I’ve never been touched like that, so I don’t know what to do in that position either. I know some girls have been through other stuff and they wouldn’t like to be touched like that. I wouldn’t like to be touched like that by some strange guy," she said.Court records show Tolley was previously arrested for public indecency in October, but there was a forced release from the jail in January."He was held on a bail in the previous case. The fact that that still allowed a forced release because our jail basically became a Measure 11 jail. Almost everybody in custody that was remaining in custody was either domestic violence or a Measure 11 crime," said Clatsop County Deputy District Attorney Marissa Snyder.Those Measure 11 crimes include murder, assault, manslaughter and kidnapping.“Right now, he’s on a no-bail hold on the probation violation and he has $50,000 bail. So, a no-bail hold means that absence something like a matrix-system that we had in the old jail, he will not be released until his probation matter is handled and, hopefully, his other case is resolved as well," Snyder said.Snyder said the new jail just opened in the last month, and it has about 150 beds compared to the previous space that could only hold close to 60.</div></body>
