Lee Signs Legislation Investing $3.3 Billion in Tennessee Roads

    2023-04-21

Transportation Modernization Act designed to improve highways, ease congestion

Gov. Bill Lee signed legislation that will invest $3.3 billion in the state's roadways and create "choice lanes" to help cover the cost of new infrastructure upgrades.

Lee noted that Tennessee's rapid growth necessitates new solutions to the state's highway infrastructure - and that the public-private partnership created by this legislation means the investment can be made without increasing any existing taxes.

“As families and businesses move to Tennessee in record numbers, we need a transportation plan to keep up with the pace,” said Lee. “Our strategy will meet our state’s transportation needs across rural and urban communities, without new taxes or debt. I commend the General Assembly for its partnership to prepare Tennessee for continued growth and economic opportunity.”

The plan allows the Tennessee Department of Transportation to develop partnerships with private roadbuilders in order to reduce the state's cost exposure. Private entities would build or improve some highways in exchange for the right to have "choice lanes" where drivers can pay for express travel.

“Tennessee is facing a critical juncture when it comes to mobility, and our new transportation strategy will prepare TDOT to build and maintain roads across rural and urban communities,” said TDOT Commissioner Butch Eley. “I appreciate the work of the legislature and key partners to ensure continued prosperity throughout Tennessee.”

Legislative leaders applauded the plan for finding a way to fund key investments without raising taxes.

“This is a plan Tennesseans can be proud of. It is an innovative and fiscally conservative approach to modernize our transportation infrastructure without raising taxes,” said Senate Majority Leader Jack Johnson.
