Governor Kathy Hochul recently proposed legislation to give the New York State Office of Parks, Recreation, and Historic Preservation regulatory authority over commercial tourism boats operating in caves, with the goal of reducing the number of boating accidents in New York.

According to a press release issued by the Governor's office, the Office of Parks, Recreation, and Historic Preservation regulates commercial boats but lacks the legal authority to regulate the safety of boats operating in non-navigable waters, such as caves on private property. According to the press release, the Governor's proposed legislation will close this loophole.

"As we mourn the loss of life resulting from the boat crash in the Lockport Caves, my administration is proposing legislation to prevent future tragedies," Governor Hochul said. "The Office of Parks, Recreation and Historic Preservation has the tools to keep us safe and this legislation will ensure they have the legal authority to use these to keep passengers safe on boats in caves."

Governor Kathy Hochul's proposed legislation comes shortly before the free fishing weekend in New York between 24-25th June. "As summer approaches, fishing New York's world-class waters is arguably one of the best ways to spend the weekend," Governor Hochul said. "New York's Free Fishing Days give New Yorkers and visitors alike the opportunity to cast a line and enjoy the abundant natural beauty found in every corner of the Empire State."

Participants hoping to enjoy the free fishing weekend are reminded that although the requirement for a freshwater fishing license is waived during this period, all other fishing regulations remain in effect, per a statement issued by the Governor's office.
