    I recently posted some housing resources and a wonderful reader, Charlene Nichols suggested I add the Eviction Diversion Program (EDP). While, it was included in the original article, it wasn’t prominent or provided detailed information. Below is information on EDP, targeted funding for tenants and the City’s new Landlord Gateway and Education series. I hope you find this information helpful.

    Eviction Diversion Program (EDP)

    Did you know that Philly has an Eviction Diversion Program and in January 2023 it added a “targeted financial assistance component? According to the City of Philadelphia’s Eviction Diversion Program (EDP) website: The EDP provides resources for landlords and tenants in residential rental properties to resolve issues while avoiding a costly or drawn-out court process. Per City Ordinance # 220655, landlord good faith participation in EDP is required before seeking a legal eviction through court. Resources may include mediation and funding that covers tenant’s rent arrears. If you are a Landlord or Landlord Representative: Please complete this application carefully to participate. Information shared on this application, including your contact information, may be shared directly with the tenant. This application is available in multiple languages through the “Select Language” box at the top of this screen. If you need assistance or have any questions, please review the FAQ tab or contact: EvictionDiversionProgram@coraservices.org. As of January 2023, qualifying Eviction Diversion Program applicants may also be eligible to receive Targeted Financial Assistance (TFA). To be considered for financial assistance, the amount owed in arrears on your application must match the ledger or rent roll uploaded with your EDP application. Applications approved prior to January 26, 2023, will not be eligible for TFA. If you are a Tenant:

    Do not fill out this application. Please visit the FAQ page for information and resources or contact PLA’s Eviction Diversion Program Tenant Hotline at 215-523-9501. Please ensure you are using the current version of the Notice of Tenant Rights (2022 NOR). IMPORTANT TENANT NOTE: You may be notified via text message from Good Shepard or Cora Services that your landlord has applied to the Eviction Diversion program. DO NOT IGNORE THIS MESSAGE - CALL THE TENANT HOTLINE 215-523-9501 IMMEDIATELY AND TRY TO GET LEGAL HELP.

    Targeted Financial Assistance (TFA) for Tenants

    Per an official press release, the City of Philadelphia announced: “…the creation of a Targeted Financial Assistance (TFA) component of the City’s successful Eviction Diversion Program. Eligible landlords and tenants participating in the Eviction Diversion Program may be selected to apply for a one-time payment from the City to a landlord to cover a tenant’s rent arrears. The City of Philadelphia’s FREE Eviction Diversion Program (EDP) helps landlords and tenants resolve disputes and avoid going to court. EDP facilitates satisfactory and sustainable landlord-tenant agreements through mediation or supported direct negotiation. Per City Ordinance # 220655, EDP is required before a landlord can file an eviction in court. Landlords initiate the eviction diversion process after sending tenants the Notice of Diversion Rights (NOR).”

    The City of Philadelphia’s Landlord Gateway and Learning Series

    The Landlord Gateway Program centralizes resources to help both current and prospective landlords navigate the City’s processes, requirements, and guidance through a single location. Using the Gateway, landlords can learn how to: Obtain a rental license and start renting their property. Maintain their existing rental license and access services for licensed landlords. Participate in affordable housing programs to access a regular income, incentives, and resources. The Gateway includes housing-related services and resources from 16 City departments and agencies to help landlords manage rental properties and tenants to stay current with rent.
