In Virginia, Drinking in public or offering another person alcohol in a public space is prohibited. This is a class 4 Misdemeanor punishable by a fine of up to $250.00. Under a new law that goes into effect on July 1, this will change to a degree.WDBJ7 reports that the prohibition on drinking or offering an alcoholic beverage to someone else in public will no longer apply under the following conditions.

A dangerous drug that is being mixed into fentanyl is causing those who inject it to develop a rash of sores that resembles a case of flesh-eating bacteria. People experiencing homelessness around Denver can sometimes be seen with these bloody, weeping wounds. Many return to street encampments when their time in the pallet shelter runs out, Jessica Prosser, homeless services director for the city, said. Then, the city sweeps the encampment again, and they get to come back to the shelter for another 30 days, Prosser explained. This process can repeat multiple times.

The Denver City Council voted Monday to spend $5 million to shuffle 250 homeless people from the street directly into leased housing. The contract goes to Housing Connector, which has experience in such matters, according to a memo from city staff to the City Council. She said if someone has a bad day and breaks a window, a replacement will be covered.
