    Downtown L.A. Store Cited for Discrimination: Landmark Civil Rights Violation

    In a recent announcement, Los Angeles City Councilmember Hugo Soto-Martinez, alongside L.A. Civil Rights Department Executive Director Capri Maddox, shed light on a significant civil rights violation within the city. The city has taken decisive action by filing its first citation under Civil and Human Rights law, marking a pivotal moment in combating discrimination in the private sector.

    The citation stems from an investigation into a discrimination claim made by Corey Brown, an African-American shopper, against Smart and Final, LLC, and its vendor, Non-Stop Security Services. Brown's experience at the Smart and Final store on South Figueroa Street in downtown Los Angeles in September 2022 serves as a stark reminder of the pervasive issue of racial discrimination.

    Brown recounted his ordeal, stating that upon entering the store, he was instructed by security guards to remove his backpack and leave it at the front. Despite complying with this request by returning home to drop off his bag, Brown was dismayed to find upon his return that customers of different races were allowed to keep their backpacks. This blatant double standard prompted Brown to file a complaint with the L.A. Civil Rights Department, sparking a thorough investigation.

    The investigation revealed a discriminatory "bag policy" at the specific Smart and Final location, enforced based on customers' appearances. Maddox emphasized the illegality of such treatment, reaffirming the city's commitment to upholding civil rights laws and combating injustices.

    Brown, speaking out about his experience, highlighted the disparity in treatment solely based on the color of his skin, emphasizing his simple intention of running errands. The subsequent Notice of Violation issued against Smart and Final Stores, LLC, and Non-Stop Security Services signifies a crucial step towards accountability.

    Smart and Final responded to the allegations, emphasizing their commitment to investigating the matter and taking the allegations seriously. However, the pending litigation indicates the seriousness of the issue and the need for comprehensive measures to address systemic discrimination.

    As a result of the citation, Smart and Final faces a $10,000 fine, while Non-Stop Security Services, agreeing to a settlement, faces a reduced fine and a commitment to training their guards to prevent similar incidents in the future.
