Gov. Jay Inslee Signs Two New Bills to Tackle Fentanyl and Opioid Crisis in Washington State

    2024-03-30

Washington State has taken significant steps to address the growing concern of fentanyl addiction and opioid abuse through the signing of two bills by Gov. Jay Inslee.

These bills, sponsored by Rep. Gina Mosbrucker, aim to provide essential resources and programs to combat this epidemic.

    House Bill 2396: Ivan's Law

House Bill 2396, also known as "Ivan's Law," is a response to the tragic death of Ivan Howtopat, a Yakima Nation tribal member who succumbed to fentanyl addiction in a county jail.

This bill establishes an outreach educational program to raise awareness about fentanyl's dangers and mandates jails to provide information on treatment programs for individuals struggling with addiction.

Additionally, the bill requires the state Department of Health to compile resources on decontaminating fentanyl residue from vehicles, addressing the critical issue of inadvertent exposure to the lethal substance.

House Bill 1635: Fentanyl-Detecting Dogs Program

Another crucial legislation, House Bill 1635, focuses on establishing a model program for training and certifying fentanyl-detecting dogs in Washington.

Currently, only one dog in the state is trained to detect fentanyl, highlighting the urgent need for more capable resources to combat the crisis. This bill aims to expand certification and training opportunities for K-9 teams to enhance fentanyl detection capabilities and safeguard human lives.

Both bills represent a significant effort to combat the opioid and fentanyl epidemic that has plagued Washington state, with a sharp increase in fatal overdoses recorded in recent years.
