like a deep explanation why the increase and why aren't they using the influx of monies from the military? they're trying to do what Carthage is doing to build surplus year after year. negative let's do a budget for what's needed and if more is needed for emergencies revist it then. Watertown tax payers as a whole are not rich and can not afford taxes going up across the city taxes for everything. if they can't do it call in state education board and bring in auditor to do a balanced budget.
