Just hope the money reaches the people in need? Not for someone to buy a big house and purchase an expensive car? Do not mean to offend anyone but all the money the White House is throwing out for programs is lining the pockets of thieves and a small amount going to the real cause!

exactly on what/how is this money going to be spent and what programs will be available to help those who are struggling with substance abuse? I live in the area and although I'm not struggling with that issue I still don't see any advertising or information telling people how to get help.
